To ensure the successful achievement of the key milestone of full-system commissioning and production start-up in September 2026, Shandong Xinke Thermal Co., Ltd. held a project completion mobilization meeting at the construction site on July 7. The meeting marked the launch of the final campaign to accelerate project completion and ensure timely production commencement. Over 80 representatives from the company’s management team, functional departments, construction contractors, supervision teams, and equipment suppliers attended the event.

The Carbon-based Solid Waste Resource Utilization Comprehensive Project is a key strategic project of the parent company, CAS Hefei Coal Gasification Technology Co., Ltd., aimed at optimizing production capacity supply, ensuring stable heat supply, and developing a green circular economy industry. Since the commencement of the project, all participating parties have worked in close coordination and made concerted efforts to advance the construction. At present, the main building structures and foundations for core equipment have been largely completed. The project has now entered the critical final stage of construction, featuring numerous concurrent operations, complex work interfaces, and challenging construction tasks. Multiple control requirements, including safety management, construction quality assurance, and schedule management, are being implemented simultaneously. The purpose of this mobilization conference is to unify the commitment and determination of all project participants, reinforce the responsibilities of the four key parties — the project owner, construction contractors, supervision teams, and other stakeholders — enhance the motivation and confidence of frontline construction teams, focus on the overall objective of project completion and production commencement, and maintain strict control over the safety and quality standards of the project.

During the conference, the project leader made comprehensive arrangements for key tasks during the final stage of the project, including construction progress advancement, equipment commissioning, safety management, and on-site control. The project team further refined work assignments, clarified milestone schedules, and reinforced the responsibilities of each position. Representatives from the participating construction contractors and supervision teams subsequently made their commitments. The construction teams pledged to allocate sufficient resources, including manpower, machinery, and materials, optimize the plans for multi-process concurrent operations, implement a two-shift staggered working schedule, and provide around-the-clock response and solutions to various challenges encountered at the construction site.

The supervision teams committed to strictly implementing a comprehensive supervision and control system, including full-process on-site supervision, verification of incoming materials, and a three-level inspection and acceptance process for work sections and construction items. They will strengthen detailed control over construction activities and conduct end-to-end supervision and management of safety performance, project schedule, and construction quality. Representatives from the company’s production management and safety, health, and environmental protection departments also made commitment statements based on their respective responsibilities, defining key tasks, responsibilities, and control standards for the final project completion campaign.

The General Manager of Shandong Xinke Thermal delivered a concluding speech at the conference. He emphasized that the project serves as a key strategic initiative for the parent company to develop a green circular economy industry and lay a solid foundation for long-term development. He called on all project participants to maintain a strong sense of urgency and commitment during the final push, overcome any complacency or difficulties, and focus on the three core priorities of safety, quality, and schedule management. He urged all parties to build a high-standard, high-quality demonstration project. He further called for close coordination and concerted efforts among all participating units. With firm commitments demonstrating responsibility and united efforts ensuring successful production commencement, all attendees collectively took the project completion pledge and sang the song “Unity Is Strength,” further strengthening the joint efforts toward achieving the project goals. After the oath-taking ceremony, participants signed their names on the commitment banner, expressing their determination through their signatures and demonstrating their commitment to fulfilling the mission of completing the project through concrete actions.

The mobilization conference clearly defined the key tasks for the project’s final sprint phase, reinforced the responsibilities of all participating parties, and fully inspired all project personnel to overcome challenges, strive for excellence, and achieve the project goals. Moving forward, all management personnel of Shandong Xinke Thermal, together with all partner contractors and participating organizations, will take this conference as a new starting point.
